Office of The Executive Mayor

The Executive Mayor serves as the core of the governance framework and is tasked with delivering both political and strategic leadership. The roles and authority of the Executive Mayor are detailed in Chapter 3 of the Local Government Municipal Structures Act of 1998. To enhance operational effectiveness, the Municipal Council has transferred all powers to the Executive Mayor, and is supported by the Mayoral Committee, which is led by the Executive Mayor.

As the Executive Mayor, Cllr. Veronica Ntakumbana serves as the public representative and chief political leader of the Lejweleputswa District Municipality. Her responsibilities focus on advancing the municipality, with a primary objective of ensuring that management and leadership collaborate effectively to deliver excellent services to the community.

The Executive Mayor’s powers and responsibilities are defined by legislation, specifically the Municipal Structures Act and the MFMA, as well as by council resolutions that may assign additional specific duties. If permitted by law, the Executive Mayor can delegate some of their functions to others as authorized by the council.

Key responsibilities of an Executive Mayor include: 
 

  • Identify the needs of the Municipality.

  • Review and evaluate these needs in order of priority.

  • Recommends to the Council strategic programs and services to address priority needs through IDP and the estimates of revenue and expenditure, taking into account any applicable national and provincial development planning plans, and

  • Recommend or determine the best way, including partnerships and other approaches, to deliver these strategies programmes, and services to the benefit of the community.

  • Evaluate progress against key performance indicators.

  • Review the performance of the Municipality in order to improve.

  • Monitors the management of the Municipality in a sustainable manner.

  • Performs such duties and exercises such powers as the Council may be delegated to the Executive Mayor.  

  • Performs a ceremonial role as the Municipal Council may determine.

Important points to remember

  • Identify the needs of the municipality. 

  • Receiving reports from committees of the municipal council, thereafter reporting with recommendations to the council.

  • Recommend to the municipal council strategies, programmes, and services to address priority needs through the integrated development plan, and the estimates of expenditure and revenue, taking into account any applicable national and provincial development plans.

  • To ensure effective political direction and decision-making.

  • To ensure good liaison with regional, provincial, and national political structures.

  • To ensure the effective management of the Mayoral Committee.
